ARCADIA, La. – Today, O’Landis “Bubba” Millican, Mayor of the Town of Arcadia in Bienville Parish, was arrested and booked into the Bienville Parish jail on felony charges stemming from an ongoing investigation by the Louisiana Attorney General’s office. Mayor Millican faces four counts of malfeasance in office and one count of felony theft. His bond has been set at $10,000.
The charges relate to alleged misconduct in office, following scrutiny of municipal financial practices. This action follows a 2023 investigative audit by the Louisiana Legislative Auditor that identified irregularities in town budgeting, payments, and compliance with state laws. The Attorney General’s office pursued further review, leading to today’s arrest.
Chris Bowman, attorney for Mayor Millican, issued the following statement:
“The mayor is confident in the judicial system and expects to be fully vindicated at trial. We will defend these charges vigorously and look forward to all facts being presented in this case.”
Mayor Millican is currently serving his second term as Arcadia’s mayor, having been elected in 2019 as the town’s first African American mayor and one of its youngest at the time. He has focused on community development and improvements in the small town of Bienville Parish, known for its historical ties to the Bonnie and Clyde era.
The Town of Arcadia has not issued additional comments at this time. No further arrests or charges against other officials were reported in connection with this matter. This is an active legal proceeding, and all individuals are presumed innocent until proven guilty in a court of law.
